M&E Supply Chain manager for AMP4/ AMP5 in Welsh Water Alliance Reporting to: Support Services Manager Key elements of the role: Supply Chain Manager is a senior role in the business.  It is essentially a change management role. The holder will have primary responsibility for actively changing and developing  internal supply chain practice so that it: Add more value to our business than is currently the case. Adds more value to our clients business than is currently the case. Adds more value to our suppliers business than is currently the case. Meets the often complex needs of the Welsh Alliance for consistency in delivery, quality and best value. The role is not simply a procurement role but it is essential that whoever fills it is fully experienced in a procurement function.  Supply chain management also requires an ability to work with our client at a senior level, an ability to create and sustain initiatives, an ability to work internally with technical and project delivery staff to change current practice, and an ability to develop consistent long term productive arrangements with suppliers which achieve measurable improvements in our joint performance across a number of measures. This needs an appreciation of the following areas:  Procurement and commercial practice. Technical requirements benchmarking. Leveraging suppliers relationships with other members of the Alliance for common advantage. Implementation of change through working with people Creative exploration of joint benefits in non-commercial areas The role has four elements which the Supply Chain manager will be responsible for.1. Purchasing all material, equipment and subcontracts associated with the Welsh Water framework and possibly for all of Process requirements.2. Working with  team and our supply chain, to drive internal supply chain strategy, which is currently at the stage of a generally agreed policy, so that these plans are implemented and that the expected benefits are realised for the business.  Also that the consequent improvement in business performance is recognised both by our clients and by the supply chain itself.3. Represent company to  client in relation to supply chain.  This means attending AMA supply chain forums and being an active participant, on the company's behalf, in shaping and forming AMA supply chain strategy.  Developing and presenting appropriate initiatives and supporting the client in ensuring that client strategies and initiatives are driven down into the  supply chain and that  behaviours in relation to supply chain meet AMA objectives.4. It will be necessary in the first instance to drive Elements 2&3 above independently of each other.  This is because we anticipate the AMA needing some time to formulate its supply chain strategy and delivery model, while it will be necessary to be seen to progress Supply Chain management techniques in advance of this.  However, a critical role for the SC Manager will be to ensure that over time, as the AMA develops its approach,  strategy aligns to client requirements.  It is anticipated that this will be achieved both by bringing successful initiatives to the AMA for wider application and by ensuring that best practice from the AMA and elsewhere is incorporated into our company practice.  Key attributes/ experience: Essential:  Purchasing professional with experience operating self sufficiently to purchase material, equipment and subcontracts in engineering environment(preferably construction based) in comparable volume to that required  the Alliance. Experience in working with engineers to procure against clearly defined engineering standards both in one off situations and as part of establishing long term relationships with key suppliers. Experience of managing supplier relations. Strong commercial focus as well as an ability to develop commercial/technical solutions  · Ability to represent  independently in the client forums of the AMA and to create and champion SCM initiatives · Ability to bring back and implement client SCM initiatives and with  supply chain. Ability to behave as part of the management team shaping and driving forward Supply Chain Initiatives in the business. Preferred Supply Chain management experience. Previous experience of working with both technical and commercial people to manage long term supplier relationships in a collaborative environment. Previous experience of developing and managing framework relationships in similar partnerships. Engineering/technical appreciation/experience as well as purchasing.  · Project management experience.
