Description
Overall Personal Responsibilities
Ensure all duties are carried out in in accordance with standard Company
Quality, Health & Safety and Environmental Procedures and Work Instructions
To provide full financial and contractual control, co-ordination of the efforts of all parties throughout the Company involved in the execution of specified project(s) to the budgeted cost and programme, to the customer�s satisfaction.
The Quantity Surveyor shall handle all projects/contracts delegated to him and shall execute such financial reviews are deemed necessary by the Commercial Manager in relation to such contracts.
The Project Manager shall take the role of leader of a team and must take the responsibility for liasing with the senior Quantity Surveyor and providing him with information as and when required.
The Quantity Surveyor shall take ownership of and be responsible for the project cost budget and will be required to provide guidance and direction on any varying circumstances.
Manage and maintain a contract cost reporting system by which he/she can effectively manage the financial status of the contract, and the tasks and people concerned with input to the reporting system in order that such reports can be produced timeously.
Ensure the necessary interface information between Client, Sub-contractors and Departments is provided at the time required.
Establish programme commitments are being met and advise on action to be taken when this is not the case, whether as a result of breach or otherwise.
Monitor labour allocations and mix and report on deviations to required budget.
Have a budget covering materials and manpower. Monitor expenditure with the assistance of the Finance Department such that up-to-date cost information is known.
Continually monitor projected costs to complete and control the costs within the budget.
Identify potential overspend, ensure early awareness of the exposure within the business and that cost overrun is minimised.
Monitor cash flow and invoicing plan ensuring applications are made correctly and timeously.
Monitor aged debt and assist in the collection of such debt. Issue notices as and when required in order to secure payment of debt.
Variations
Ensure charges for contract variations are identified and turned into agreed variation orders with the Client in a timely manner.
Ensure effective records are maintained to support claims and invoices for variations are issued in a timely manner.
Maintain a variations report, in conjunction with the project manager, which records quantification, status and probability of success, for review with the nominated Senior Project Manager.
Claims
Assist in the preparation and defence of claims as required by the company in relation to subcontractor, suppliers and clients.
Assist in the preparation of adjudication / arbitration / court papers as necessary.
Sub-Contractors
Review tender sub-contract packages and ensure that appropriate invitations to tender are actioned and issued.
Assist tendering department in analysing the returned sub-contract quotation and select quotation to be used, acknowledging that the cheapest price may not be the most appropriate.
Prepare sub-contract documentation and ensure that all pertinent documentation is issued to the sub-contract, signed and returned.
Prepare and issue schedule of sub-contract valuation dates.
Assess sub-contractors submitted valuation and if necessary initiate re-measure with sub-contractor�s surveyor. Issue appropriate notices as determined by the contract and statute.
Assist project manager in the commercial management of any sub-contractor as and when required.
Clearly identify where unresolved issues require high level discussion.
Meet the contract requirement for customer reporting.
Provide complete, regular and timely internal reports to the Senior Project Manager, which covers design submissions, material management, site performance, key dates & actions, commercial situation and major issues.
Identify and report in a timely manner to meet contract needs where uresolved issues require higher level management action. Such reporting to be at the level of decision required.
Project Administration
Assist the Senior Project Manager in arranging and undertaking a Project Review and issue of associated reports.
To be fully aware of the requirements of the contract as a basis for controlling the operating departments within the specification, or achieving extra works orders.
Attend site as and when required by the project or commercial manager.
Areas of Influence
Identify and effect improvements to Company operating procedures.
Limit of Authority
Act within the Limits of Authority as defined within Company procedures.
General
Ensure that contacts with Clients, by any Company representative or communication are conducted/presented in a professional manner, such that good relations are maintained.
Provide constructive feedback to Tendering/Sales Department on any aspect, which may affect our business operations.
Any other duties that may be reasonably allocated by the commercial manager or senior management.
