The event by the International Energy Agency (IEA) reinforced the message that there is still a long way to go to make sure that global temperature does not increase to more than two degrees C.
Host of the occasion, energy commissioner Andris Piebalgs said: "The findings of the World Energy Outlook 2009 confirm that the EU energy and climate change policies are steering Europe firmly in the right direction."
Mr Piebalgs added that working towards a low carbon economy is ever pressing on a global scale and not simply in European countries.
The WEO 2009 outlines measures that are necessary in order to make sure that the concentration of greenhouse gases released is limited.
The IEA was established in 1973 and functions as a government policy advisor to 28 member countries.
At first its role was based around facilitating emergency oil supplies.
